100% Free loans for all to attend college.

Tuition costs are rising faster than inflation and student loans are crippling new grads. Too many companies are unfairly profiting from educating our country.

Stipulations:
1) Must Graduate - or else the loan must be repaid with interest at WSJ Prime Rate + 0.75%.
2) No more than 5 years of school by each individual. Does not need to be consecutive, but must be towards acquiring a degree/diploma.
3) Undergrad programs only.
4) Public schools only (it is tax money we're talking about).
5) Modest flat fee penalties for deference and forbearance.
6) Chronically late payments to be penalized with fees proportional to outstanding balance NOT interest climbing.

7) Private schools loans could be provided at discount rates (WSJ Prime - 0.75)
