1 cent tax on each stock trade

Each individual stock trade should be taxed a small amount to help stop greedy speculation on Wall Street. When Wall Street trades 10 billion shares of Citi Group on average per day, the traders would pay that small tax for each trade. This would limit speculators, create a back door around Capital Gains, and stop the dramatic market fluctuations that cripples the middle class and desroys our Mutual Fund investments.
