10% Flat War Tax on all types of income

As soon as Congress approves a new military action that is not carried out within the United States (on foreign soil) the new 10% war tax should be kicked in from that date till the war is officially over. All incomes should be subject to such tax: employment, unemployment, corporate, business, social security, self-employment, capital gains, etc. Only the war of defense on US soil should be exempt. The benefit of such law would be: paying for the war on the go, involving every member in society into the military conflict, providing most resources possible to conduct war in the cleanest and fastest possible way. The additional tax would also stimulate moderation in foreign policy and stimulate resistance to calls for wars outside of the United States.
