"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." (United States Constitution).
A reasonably educated person can decipher this to mean that unless the constitution explicitly states that the federal government has control over something, and as long as it does not explicitly state that the many states do not have control of it, then it is relegated to the states. If the state so chooses not to regulate that particular issue, then it is passed to county, city and, ultimately, the individual.
I swore an oath to defend the Constitution of the United States against all enemies, foreign and domestic, and it breaks my heart to see it ignored.
