We have to protect our intelligence from non-allied agents and influence. Protecting it makes us all safer. A conflict of interest is when someone has a promise, agreement, contract, or anything else that might affect their actions or decisions in a way that stops them from acting in the public's interest. Sadly, something like debt owed to someone else has made someone share or compromise our intelligence. Regardless of political party, it is always in the public's interest to make sure that any evidence that shows or threatens a conflict of interest is found out about any official, especially ones that can or will access U.S. intelligence.
