At the age of 17, William M. Palmer used an unloaded gun to take an off duty police officer to an ATM to rob him. The officer was not physically hurt but the officer shot Mr. Palmer in the leg. That was in 1988, over 29 years ago, and Mr. Palmer is now 46 years old. He has shown great remorse for his crime and a mature understanding of its causes. He has earned a business degree, associate degree, and developed extraordinarily artistic talents. He has diligently studied the Bible and the Quran. The question is: has Mr. Palmer paid his debt to society and should he be paroled so that he can begin making a positive contribution to his hometown community and the world?
