$20 Debit Account for all Americans, Refilled Daily

An individual can eat well on an average budget of $12 of food a day. Many gyms offer day passes under $15 for full use of their showers and facilities. Most State IDs/Driver's Licenses have a magnetic strip.

I propose that each and every Social Security number should have a debit account assigned to it. Everyone should be able to access their assigned account by sliding their State ID/Driver's License or, alternatively, a specific government-issued ID, through any debit-equipped card reader and typing in their PIN.

Once per day, the first time the card is accessed, $20 should be transferred into the matched account from a common pool. Any remainder would be returned to the pool nightly.
