In the 21 century if the nation the one have more power they can invade any country if they want, like Rus or Chi ?

Today I think the people who the one have money and power they can do any thing they want like the NRA and the Lawmaker, they don't care how many people die they just protect the power and the money for themselves and they said they are protect the law but they don't know" the law is protect the people, not the people protect the law", and they the one who don't have the law-abiding in their mind and they are law breaker are they untouchable?, like many nation have more power they can invade any country if they want? like Russia or China they invade weak country and they don't have weapon of defense themselves. even the President Barack Obama he can not do it alone.
