It's an absolute outrage that in many places homeless shelters will be closed from sunrise until sunset leaving people stranded. This isn't a huge problem in the summer however in some parts of the united states it will be below 0º F in the afternoon during winter months. It may be expensive to do this however so one solution may be to require they be open during the day when it's below a certain temperature.
