The 27th amendment ensures Congress is paid during such events as a government shut down and that their pay cannot be modified until the day after the next term elections, at earliest. However, Congress MAY spend their salary however they want and we petition that they return/donate their salaries back into the treasury so long as they are unable to govern and effectively bring our government back into a functioning state.
