A 3 step solution to immigration reform that is actually feasiable

Step 1: Start enforcing the law and punish employers of illegal immigrants
Step 2: Create a program where illegal immigrants can sign up and be registered legally. This program ensures that illegal immigrants are paid at least minimum wage, and have access all the benefits as those on green cards.
Step 3: create a tax for any employer who is hiring someone who is in the program created under step 2. This should be exactly like an income tax but instead paid by the employer. The participants of this program will be taxed twice in this manner, giving financial incentive to hire American citizens who should now be cheaper to higher in comparison. For sectors of the economy such as agriculture where Americans simply will not work, the participants of this program can offer a good alternative.
