Pass a Law that would stop any further aide or assistance from the Government to mothers of children that put 3 or more choices for possible fathers for testing. If all 3 fail the paternal test the aide and assistance available from the Government would cease at the end of the current month that the results were published. All aides and assistance for children that is being paid for through the paternal father will continue to be paid to that child.
If criminals get 3 strikes your out then mothers who cannot prove paternal responsibilities should be out also.
