A 48 million dollar tax plan to increase Virginia's state of readiness in case of a potential zombie breakout

In the state of Virginia, a plan needs to fall into action that will introduce a platform for a 48 million dollar increase in Virginia's fund for state of readiness and defense for the possibility of a zombie disaster. Under this new plan 8,096,604 citizens of Virginia will be offered protection against (if any) potential zombie outbreaks across state soil. It is important that every family and individual household in the state of Virginia is protected against the cataclysm of zombies in case such an occurrence shall happen. Not only will the preparedness for this catastrophe decrease the casualty and fatality rates among the state of Virginia in case of zombie affliction, but it will also increase our employment and create 250+ new jobs.
