5 Cent deposits should be charged on recyclable food containers sold to consumers

To encourage greater recycling I petition that a 5-cent deposit be charged for all food and drink containers made from recyclable plastic, aluminum, glass, or steel and sold in the United States. I further petition that said 5 cent deposit be charged to the consumer at the time of purchase, and repaid when the consumer presents the empty container to be recycled at any collection center.
