Education should be a cornerstone of Economic Development, with improved access.

Part time students
IS: Only 12 credit Full time students or those taking more than 18 classroom hours a week receive full benefits.
SB: 2 day alternative calculation for tuition and BAH of 3 hours of class, allows for licensure continuing education, evening and weekend classes.

Graduate students
IS: Institutions decide what is full time for Graduate work
SB: 6 credits should be considered full time due to complexity and additional work of classes.

State Approving Agency
IS: States decide what programs qualify, with unlikely WEAMs approvals.
SB: Institution programs should automatically be elevated for VA review.
Regionally recognized or accredited programs should automatically be approved
