Honor the 5th Amendment. "no person" shall "be deprived of life, liberty, or property, without due process of law". The exception for "cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger" is referring to the person being tried, not the circumstances facing the government at the time they choose to ignore it. In combat, your "white paper" justification is not necessary. As that is not the case described, the attempt to justify it fails on the surface. Your oath of office more than suffices in binding you to a process that you MUST follow in order to justify killing as legal and proper. Beyond combat, without due process, this is murder. Abandon and condemn the practice/support of targeted killing of US citizens.
