Abandon the practice of requiring disclosure of sealed non-violent, juvenile records in federal employment applications.

Those with juvenile offenses in their background, even when they are sealed by judges at the state level, are presently required to disclose all such offenses in their applications for federal employment on USAjobs.gov.

Study after study has shown that children are not simply mini adults. Adolescent thinking is present-oriented and tends to either ignore or discount future outcomes and implications. According to Daniel R. Weinberger, the director of the Clinical Brain Disorders Laboratory at the NIH, it takes at least two decades to form a fully functional prefrontal cortex.

Those applying for federal positions should not have to disclose non-violent juvenile records which are already sealed at the state level when seeking federal employment on USAjobs.gov.
