The 27th Amendment to the Constitution restricts Congress from changing its own pay. While many may have wanted to restrain Congress from increasing its pay, the amendment also blocks Congress from freezing or cutting its compensation.
If a Government employee is not getting paid because Congress won't do their job then they to should not be paid.
