Require any gun owner to have a FBI psychological exam, Safety and self defense exam, their photo taken and DNA swab and fingerprinted. Also, all distributors and gun makers must take register all serial numbers to the FBI along with ballistic records of each gun before ship to stores for sale. Gun makers must implement a fingerprint reader on weapons to function. Then all shop owners and gun shows must can not sell guns to anyone who does not show an approval certificate FBI registration.
