Mandatory state testing in schools, especially high school is unnecessary. Students go to school all year long and pass their classes all year, but if they fail one test at the end of the year they automatically get held back? Or have to do extra work in the summer? Because they failed one test? But passed all year long. That's not fair. Students value passing more than they value learning.
