Civil forfieture has created a scenario to where the "law enforcement" becomes corrupt. only when a person is charged, AND convicted of a crime should any forfeiture be allowed. In confiscating cash, or property, without any justification other than speculation (spawning from corruption) has allowed "law enforcement" to actually steal with the governments backing. i propose, that any individual in law enforcement who participates in this should be forced to not only return the cash/property siezed, but in addition, personally have to pay the courts a penalty for not following due process.
