Abolish Congress voting themselves a cost of living raise. Instead, the citizens should vote on what their raise is

Congress should not be allowed to vote on their own raise. Rather, it should be voted on by the citizens based on how well the Congress is doing with making things fair across all classes. Better referred to as a "merit raise."
