Changing the time twice a year is not only silly - it is dangerous. More auto accidents, more workplace accidents, more lost tempers. And for what?
If people like to work early or late, they should be able to negotiate this with their employer. To impose a change in time for everyone twice a year is a ridiculous way to deal with these desires.
Pick a time- and then stick with it. Period.
