End the DOD 5 year rotation policy for overseas civil sevice employees. Millions of dollars are wasted by sending employees back to the U.S. who would prefer to stay in the country the work in. Recruiting people from the U.S. to serve overseas is hard enough and would create continuity for bases overseas.
