Finally abolish the Electoral College system with a Constitutional amendment.
The system kept Al Gore out of the White House, and it will only continue to hurt the accuracy of elections until we get rid of it.
The 12 smallest states (by population) have 11.5 million people. They are given 41 electoral votes. For comparison, Ohio has 11.5 million people and gets only 20 electoral votes. The small states are basically given double voting power by the electoral college system. For a single state to have 41 electoral votes, it would need a population of about 29 million. The 12 small states are mostly Republican (8 of the 12 went Republican in the 2000 election), hence the Republican protection of the present system.
This is an old fashioned system that just doesn't work for today's America.
