Abolish the Electoral College for the federal Presidential race

The Electoral College once served as an effective way for voting for a new president, when the votes had to travel manually across the country. However, now with most counties and states reaching 100% reporting in less than 24 hours from the polls closing, the electoral college no longer serves as an effective means of choosing the electorate. It has failed to reflect majority rule on five occasions in our nations history--with 45 presidential races in our nations history, this is a failure rate of 11%. If colleges failed students who passed at the same rate, it would not be acceptable. Replace this with the popular vote and a margin of error (ex: a win by less than 50k votes is considered a tie) for the House of Representatives to break ties in the popular vote, similar to existing law.
