Entitlements can be cut by eliminating the wealthiest Americans to still receive Medicare and Social Security. The poor and the middle class often don't have a safety net (i.e. savings, job security, home ownership, etc.), especially in their later years, as compared to the 1% of Americans.
If Congress wants to make changes, this is one way of accomplishing cutting entitlements as we address The Fiscal Cliff.
