We The People find that the majority of citizens believe that tipping should be based upon value of service. We also find that there is a stigma that people should be required to tip, regardless of the value of service.
This stigma has arisen from the "Federal Tipped Minimum Wage." Workers in the serving industry who are expected to make tips are taxed on the expected tips, regardless of whether they receive those tips or not. As such, workers in the serving industry are subject to a specific subset of wage, that was last raised to a Federal level of only $2.13, back in 1991.
The People call for the abolition of taxation upon tips, which are received based on merit, and call for the inclusion of the serving industry into Standard Wage, abolishing "Federal Tipped Minimum Wage."
