Abolish the five years rule for the DoD serving over.

The five years rules should be abolish for personal that is lower grades that is not holding a grade level of GS-9 and above. It save the government lot of money not sending lower grade personals back to USA. For the higher grade level personal that is holding position GS-9 and above is good for thier career advancement, but for lower position that could not progress and must go back because of the five year rule it don't make since. Retraining another person to take his position it take time and money that the DoD could save that fund for other needs. I hope more personal sign this petition.
