Article I, Section 7 of The United States Constitution states that all revenue bills shall originate in the House of Representatives. The supreme court has ruled the Health Care Mandate is a tax and should have, by law orginated in the House of Representatives, not the Senate.
Therefore, this law is illegal and unenforceable.
