The IRS has been misused by administrations of both political parties in order to intimidate or combat opposition. It is also the most feared collection agency in America. Since it has been unable to be reformed and fixed, most recently in the late 90's, it must be dismantled before another administration misuses it. With current legislation, the IRS will administer much of the Affordable Care Act. No agency that has proven to be so political in its dealings should have the power to withhold healthcare for political reasons. As currently constructed, it will. The IRS should be dismantled and a flat tax instituted to fund the government.
