We the American People, are tired of the United States tax system being such a large and overwhelming burden. We therefore petition the United States Government to abolish the IRS and create a flat tax. This tax will be a percentage to be paid equally by all American persons, and businesses. No American citizen will be exempt. This includes Congress, and the head of the U.S. Treasury.
