No exemptions, everyone pays, including businesses, based upon purchases at the time of purchase. No loopholes. The more that is spent, the more taxes are paid. Taxes will then be based upon the health of the economy, which would create greater urgency and need for the government to ensure economic growth, stability, and foster more favorable business environments. There is already infrastructure in place for this. Rate will include current considerations for Social Security, Medicare, etc.
