Abolish lottery system in selecting H1B visa candidates

I would like to petition the US Govt. to do away with the lottery system in selection of H1B visa candidates as this method of selection doesn't sound right scientifically, ethically or morally. It undermines talent but gives credit to luck as the selection is based on a lot which is based on random selection.
I am requesting this on behalf of tens of thousands of applicants who look up to the US as the "land of opportunities" and a country providing equal opportunity to all. I would suggest to either increase the cap limit or evaluate based on skills or do away with this visa type or come up with a different solution but please do not follow a luck based selection process which may provide undue benefit to a few lucky ones neglecting the others who may be equally or more competent!
