Mayoral control is unconstitutional. It provides taxation without representation. It takes the jurisdiction from the parents and community to govern the destiny of their children's educational endeavors. The governing board is not elected by the people and do not answer to the people. They are hand picked by the mayor. The board is controlled by the mayor and answers to the mayor only. The states provide waivers not to govern these systems which is in direct violation to federal statues and are a condition on which states receive federal monies. Cleveland's and others under mayoral control are being destroyed from within and go against the wishes of the parents and children they are design to help.
