With the rising cost of insurance premiums that most working Americans are facing, Congress should act to either eliminate the Hold Harmless Act or expand it to cover ALL Americans. To keep a single group insulted from the skyrocketing costs of health insurance while requiring the driving force of the American economy to suffer from it is completely unacceptable. It should be that all Americans either foot the bill for rising health care costs or all Americans are insulated from the impact.
