abolish petitions that misrepresent the interest or desire of an entire state without the constituents vote or approval

I am petitioning the authority of individuals to make statewide requisitions regarding other individuals without legal authority or consent and without a majority vote from a particular region, city or state. I feel violated that someone can create a petition asking for secession from our very fine government and moreover, that they would be able to use language as if they have authority to speak for an entire state. This is ridiculous, offensive and unconstitutional. I ask that regulations be placed on this type of exploitation.
