In a world where laws are intentionally obfuscated and nothing is as it seems everyone can agree on two unarguable facts.
1.)No one likes Groundhog Day. It is a worthless holiday steeped in hairy pagan tradition.
2.)Bill Murray is a national treasure who enriches the lives of everyone he touches. (but no one would believe you)
The obvious solution to problem number one is to abolish the pointless exercise public pandering that is Groundhog Day and replace it with "Bill Murray Day." Why? Everyone loves Bill Murray. That is a proven scientific fact. Bonus! You get to claim tenuous claim to tradition as he was in a movie CALLED GROUNDHOG DAY!
This also will create jobs.
