Ratio Utility Billing System (herein referred to as “RUBS”) is an unfair and inaccurate billing method. . It is not only inaccurate, but it is also price gouging in where the landlords benefit significantly and the tenants suffer the consequences all around. On the contrary to some beliefs, RUBS DOES NOT promote water conservation.
RUBS:
1. does not give an accurate usage of water used per unit, instead it indicates what would be the potential usage of water by occupants of a unit in an ideal perfect world. We however, do not live in an ideal perfect world. We live in a world where there is little to no constant, there is always fluctuation.
2. does not take into account that resident do not use the same amount of water on a daily basis.
