to abolish state surcharges as punitive damages for traffic offences which add unfair economic burdens after a paid fine

Surcharges in the state of Texas are a punitive charge for 3 years per traffic offence. A State issued fine after the initial fine is rendered. I fine this concept to be unjust.Unless one pays the surcharge,that can not be paid as an outstanding balance and can only be paid monthly. You will be denied access to a state issued I.d. card & drivers licence.This vicious cycle of unrealistic amounts are adding a huge economic pitfall that many people can not endure or escape thus creating a secondary class of citizens.The misappropriations from the revenue created from the surcharges are also unlawful. I feel the Government needs to regulate these laws to ensure justice is not a revenue opportunity.
