I, along with most people think the majority of police officers in this country are good people doing a tough, sometimes thankless job as best they can. Unfortunately there are 3% which are trigger happy, racist, trash with no business wearing a badge.
The unions have made it near impossible to weed out the bad apples. They defend them vigorously in court, negotiate absurd contracts which make prosecution for crimes impossible, and ensure that no matter what they do these animals are back victimizing the citizenry with impunity.
If not for the union through contracts, lawsuits, threats, and coercion things never would have deteriorated to where they are now. Dissolve every one of these organizations nationwide and let the good officers excise this cancer from amongst themselves.
