Pennies are expensive to produce and circulate, difficult to spend, and hold very little value. At the same time, the government needs a way to increase revenue without raising taxes. We propose the Govt. abolish the use of pennies. Additionally, the Govt. should mandate any transactions resulting in pennies for change must be rounded up the nearest 5 cents. Pennies lost will be collected by the Govt. Cash registers will track and report the amount of pennies collected. A tax credit will be provided to aid retailers in purchasing complying registers. The result will be a huge increase in revenue while having a minimal effect on consumers.
