About People's livelihood“A Chinese Trouble"

I m a Chinese,I living in Liaoning province.I m working in a factory about the Chinese military weapons,My father and my brother are both worked here.In February 9, 1991 the factory had exploded,have seventeen persons were killed,belongs my brother.Now twenty years later,my father was pass put and my mother has ninety-five years old.She s ill.She doesnt has enought money to deal with her trouble.She s life very difficult.The accident make her lose a son.I think my family became such that is the factory blame.I always found the factory's boss to find solution,but they said 'It s nothing with them"WOW!I m cant understand.The higher medical expenses in China make my mother hardly survive.I want to the America Government can give me some help,What should I do ?I m not trust China government.
