Absolve Historical Tall Ships from Portage Fees in the Great Lakes

International crews are visiting the Great Lakes region of the USA aboard historically recreated or refurbished tall ships. They are a living testament to the skills and vision of humanity in sailing the oceans in search of new lands, new trade and new peoples. These historical ships are being assessed portage fees that are more appropriate for tankers and other business fleets. These fees should be waived.
