The Unites States should accept Ecuadorian government spokesman Fernando Alvarado's offer for aid in Human Rights Training. Ecuador should grant Edward Snowden all access to its classified internal surveillance data. Ecuador should host a team of Americans (paying for their expenses and salaries, and granting them diplomatic immunity) to travel to Ecuador where Mr. Snowden can teach a course on the techniques, methods, sources and practices of the Ecuadorian intelligence services.
