Accept Ukraine as a NATO member in order to protect Ukraine from any other further Russian aggressions. If Ukraine is included in NATO Russia will not do any more aggressive actions in Ukraine in fear that all the NATO members will militarily defend one of its own members " you attack one of us you attack all of us". This will provide a strong diplomatic statement against Putin and it is a non-militaristic response.
