It should be a human right for citizens with closed adoptions, to find out who they're biological parents are, without fee's and petitioning the Supreme Courts.
New regulations need to be set in place for parents wishing to stay anonymous when putting children up for adoption. I believe adopted children have a birth given right to know who and where they came from, without "jumping through hoops."
Eliminate having to petition Supreme Courts, and paying court fee's, for citizens 18 or older who wish to open they're adoption files. This information should be available upon request as a legal adult.
If an adopted person wishes to answer the undying question and rid themselves of a lost sense of being, it should be given to them with no questions asked.
