Account for the unemployed not receiving benefits in the jobs report and develop a system that addresses this issue

The jobs report is based on those people who are receiving unemployment benefits. However, their are many who are unemployed not receiving benefits or have been denied further benefits. These people are dropping off the report and are no longer considered unemployed, when in reality they still are. This is misleading and inaccurate. I believe a better system needs to be in place to accurately determine a persons employment status. For example social security keeps records of Americans income; if a person has zero income for the year they should be included in the unemployment report. For the people! By the people!
