Accountability of Bail-out Loans

Mr. President, you have reported on numerous occasions that the loans to the auto industries, banks, and others have been paid back with interest. Please explain to the American people where the billions of dollars that were supposedly paid back have went. For example, why weren't these monies used to pay down our debt to China and other countries? Or since Social Security is struggling so badly, why not pay back the enormous amount that has been "borrowed" from it's account over the years and never paid back!!!
