Congress will be rated on their performance throughout the year. They must met thersholds during the year. Critical measures will base on time and completion rates, ie.. 50% of the budget must be signed by the President by the end of June. Failure in performance will result in forfeiture of their vacation time and benefits. Since government employees have performance plans and are rated on the work they do, it is only reasonable that congress be rated in a similar way. Government employees can be fired for poor performance, congress can not, but can be held accountable.
